In Los Angeles more than 12,000 rape kits, which contain physical evidence including DNA that could be used in trials, are just sitting in storage lockers. Human Rights Watch spent a year investigating how law enforcement in LA is failing rape victims. Following the investigation LA county has pledged to improve the situation.
