Basically, you need a strategy that holds those who say something racist accountable. It's not about who they are, if deep down they actually are racist, but what they do and say.
Imagine if someone stole your wallet. You wouldn't chase them down to find out if at heart they're a thief. You'd chase them down to get your wallet back and make sure that person didn't do it again. You'd punish them for what they did, not who they are.
